Nato nel 1945 a Oak Park, nell'Illinois (Stati Uniti), ha frequentato l'Art Center College of Design di Los Angeles. E' stato invitato, tra l'altro, al "Prince of Wales' Institute of Architecture" di Londra, al Museo d'Arte Moderna di Monterey. Oggi vive e lavora in California dove il paesaggio assomiglia alla costa mediterranea. Gli interessano profondamente le idee e i valori del mondo classico. Come nell’opera di Carlo-Maria Mariani, anche i dipinti di Ligare sono spesso rappresentazioni figurate di concetti astratti, sovente con allusioni alle opere dei grandi maestri.
